It is establishing a naval base on the Red Sea; holding naval exercises with South Africa; protecting military leaders and junta usurpers in Burkina Faso, the Central African Republic, and Mali; appropriating the resources of those countries; and selling vast amounts of small and larger arms throughout the continent.
